Project A

Hong Kong, late 19th century. The China Sea is infested with the worst kind of smugglers, led by the fearsome Lo San Pao and his pirate gang. Lo San Pao operates with total impunity, while the government stands by and a Coast Guard that has finally given up is powerless against his criminal wave. Only Dragon Ma, a young naval officer, refuses to surrender and dares to stand up to Lo San Pao to restore honor to the coast guard. Frustrated by the incompetence of the local police and betrayed by one of his own, Dragon Ma is forced to join forces with the scoundrel thief Fei and the disciplined police inspector Tsu in a personal crusade to put an end to the pirates.
