The bumbling, clumsy Lieutenant Frank Drebbin is back to save the city, this time facing off against the villains of the energy industry. A leading scientist, Dr. Mainheimer, is about to publish a report on the future energy supply that spells trouble for the oil, coal and nuclear industry bosses. So the industries kidnap Mainheimer and replace him with a double who serves their interests better. Jane, the doctor's secretary, is Drebbin's old flame, and their passion is about to reignite.
