Catherine Cawood, a police sergeant in Halifax, comes across the remains of a gang-related killing in a drained reservoir. The discovery brings her face to face with Tommy Lee Royce, the man who raped her daughter. Ryan, her grandson, is now sixteen and wants to decide what kind of relationship to have with the man Catherine refuses to acknowledge as his father. Her sister Clare gets caught in the middle. Elsewhere in the valley, Faisal, a pharmacist, is overwhelmed when a neighbor is arrested. Everything unfolds in an area hit hard by drug abuse, where Catherine tries to protect the boy while the past weighs on her.
