In an alternate London, ghosts called visitors have been crawling out of their graves for half a century. The phenomenon, known as "The Problem," has stalled technological progress: there is no internet, and people still record on cassette tapes. Because adults over 20 years old cannot perceive the spirits, young people work for licensed agencies that detect and eliminate them. Lucy Carlyle, a teenager with psychic abilities, runs away from home and arrives in the capital hoping to join one of them. There she meets Lockwood & Co., a small agency with no adult supervision, run by just three young people who set out to solve a mystery.
