In 1919, after a failed anarchist bomb plot against Attorney General A. Mitchell Palmer, he entrusts his protégé, J. Edgar Hoover, with leading a new division. His mission is to stamp out the radicals who, according to the government, threaten the country. Hoover begins building an investigative bureau practically from scratch, in a political climate shaped by fear and distrust toward anyone who thinks differently. Directed by Clint Eastwood, the film places Leonardo DiCaprio at its center, playing the young civil servant taking his first steps at the helm of a bureau that has yet to take shape.
