Michael Atwood, a former Navy SEAL, leads a criminal crew in Atlanta alongside Russell Welch, another former Navy veteran, and Gabe, Russell's brother, who was a police officer. To complete the group, they recruit two corrupt detectives from the city's police department, Marcus Belmont and Franco Rodríguez, who put their badges at the crew's service in exchange for money. The job comes from a Russian-origin mafia organization that demands a bank heist to get the contents of a safe deposit box. Michael accepts the job, convinced he can pull it off with precision, but the pressure from his partners and the clock running out begin to weigh on every decision he makes.

The film shot a scene in Atlanta on July 17, 2014 with paramedics, SWAT officers and real police officers, alongside the main cast.

Shia LaBeouf was the first actor attached to the project, but left and was replaced by Charlie Hunnam, who also exited the film in December 2013 and was replaced by Casey Affleck.

Matt Cook's screenplay appeared on the 2010 Black List, the list of unproduced screenplays most highly regarded by industry professionals.

John Hillcoat admitted that coordinating the schedules of the eight main characters was a challenge, something he had never faced on a shoot before.
